A Study on Measurement Issues of the Quality of Long-term Care Services for Older Adults

Abstract
This study identified measurement issues of the quality of long-term care services through literature review, and suggested implications for evaluating the quality of long-term care services in Korea. First, the theoretical definitions of the quality of care and quality assessment frameworks were reviewed, and differences of quality assessment between institutional and home-based care were examined. Measurement issues of the quality of care included process versus outcome, outcome issues (consumer satisfaction and quality of life), selection of interviewees (older adults versus proxy), and other issues of reporting statistics. Based on the literature review, this study identified the problems of quality assessment of the long-term care services in Korea, and provided the following implications for quality assessment: the conceptualization of the quality of care, construction of differential indicators for the quality of care between institutional and home-based care, improvement of structure-process indicators, improvement of outcome indicators, performing consumer-centered evaluation, and alternative methods of reporting statistics. In conclusion, this study addressed the need to conduct empirical studies on the quality of care and collecting longitudinal data for quality of care.
